The adjutant general of the Commonwealth, as executive administrator of the state's Military Establishment, has been responsible for maintaining and reporting data concerning militia strength; these activities were intensified during the Civil War. This series, prepared by deputy provost marshals of recruitment districts and transmitted to the adjutant general on a regular basis, records substitutes for the drafted residents of the respective districts. The practice of employing substitutes arose in the wake of the Draft Act approved by Congress in Mar. 1863.
